The Civil Aviation Authority of the Philippines (CAAP) is in question right now because of the imposition of parking fee against those vehicles at Virac Airport while awaiting for the arrival of the airplane.
This issue was already brought out to the attention of the Sangguniang Panlalawigan and the CAAP already presented their side to justify the matter.
It is expected that many oppositions will come out since this is a new measures after long years of not implementing the same.
However, we have to look at the proper perspective why CAAP has the nerve to impose the parking fee. First CAAP was created by virtue of the Republic Act 9497 mandated to operate and maintain the airport facilities in the country. This is one of the government owned and controlled corporations in which, the bread and butter came from the collection of fees for using their facilities.
Based on their charter, they are authorized to impose and collect fees to their customers including parking fees and other necessary fees in return of the services provided to the customers.
Therefore, the imposition has the legal basis because this is accordance with their mandate. In fact CAAP only imposing parking fee to their customers only during the arrival of the airplane within their premises and this is implemented throughout the country. It is not exclusively implemented in the province of Catanduanes.
However, disputing the imposition is always welcome. In fact, the SP and other sectors can file their appeal for reconsideration or for possible reduction of the fee, but not lifting of the imposition.
