Virac, Catanduanes — Congressman Eulogio “Leo” Rodriguez of Catanduanes has filed an innovative and environmentally focused bill that aims to address two major challenges in the country: the growing energy shortage and the escalating problem of solid waste.

Under House Bill No. 5470, also known as the “Waste Treatment Technology Act,” the use of waste-to-energy technologies will be permitted as an alternative method for processing solid waste. Through this system, waste materials can be converted into a viable source of energy or electricity while significantly reducing the volume of trash dumped in landfills.

The bill also seeks to amend Section 20 of Republic Act No. 8749, or the Philippine Clean Air Act of 1999, which currently prohibits the use of incineration technology. HB 5470 proposes the establishment of a regulatory framework to ensure the safe, efficient, and environmentally responsible application of waste treatment and energy conversion technologies.

The Department of Environment and Natural Resources (DENR) will serve as the lead implementing agency, working closely with the Department of Energy (DOE), Department of Science and Technology (DOST), and the National Solid Waste Management Council (NSWMC). Local Government Units (LGUs) will also be mandated to promote and develop waste-to-energy initiatives within their jurisdictions.

According to Congressman Rodriguez, the proposed measure is “a step toward a cleaner environment and a more stable power supply,” underscoring the importance of balancing development needs with environmental protection.
