The tour-of-duty assignment of Provincial Director PCol Eduard D. Quijano to the province of Catanduanes last year and today is truly a ‘boon and a blessing’ due to the following reasons:

  • The ‘Meet and Greet with CATPPO Press Corps’ initiative launched by the PNP under his leadership last year succeeded in establishing a solid and strong support from the print and broadcast media by holding a monthly  consultative meeting to address, discuss, and thresh out peace and order and related concerns province-wide;
  • The election/reorganization of the CPC officers drawn from government and private media outfit resulted in a strong partnership with the men and women in uniform.

CPC President Marlon D. Suplig enunciated this partnership during  its regular consultative meeting on 14 August 2024 saying the CPC will serve as responsibly-supportive partner on information dissemination of the PNP’s thrusts and programs. In a constructive way, all concerns and/or issues will be brought to the attention of the PNP leadership.  

  • The holding of “TURUPARAN 2025” on  22 January 2025 as belated Christmas Party and New Year Fellow Night, rolled into one,  at Function Hall, Twin Rock, Igang, Virac, Catanduanes firmly sealed it all with certainty and sincerity.    

       Basically, the CPC serves as the umbrella org of print and broadcast journo particularly –a feedback mechanism and/or sounding board.

     In alphabetical order, they are: ABS-CBN news stinger– Rey Boton, Bicol Peryodiko/Radyo Peryodiko—SM Ferdinand M. Brizo et al., Catanduanes Tribune- Fernan A. Gianan & Arvin Anthony Tabuzo,  DZRH news stinger– Tito dela Cruz, GMA news stinger– Jinky A. Tabor, PIA– Edna A. Bagadiong, Radyo Natin  staff– Rey Boton, Radyo Oragon—Lawrence S. Rojas & Marlon D. Suplig, Radyo Pilipinas—SM Arlene O. Bagadiong and Juris D. Alfapara, Star Radio TV SM Ramil D. Soliveres & Carl Mark Buenafe, and UNTV correspondents [whose names I have yet to know. My sincerest apology].

        Bicol Peryodiko and Radyo Peryodiko entourage attended the event in full force, namely:  SM/Editor-in-Chief Ferdinand M.  Brizo, Operations Officer Sammy F. Panti, News Director Patrick Ian Yutan and yours truly—Salvador  V. Isorena, columnist/commentator/consultant.

      Surely, the partnership forged between the PNP leadership and CPC –with duly signed MOA– has been strengthened by the first ever “TURUPARAN 2025” at Function Hall,  Twin Rock Beach Resort  at Igang, Virac, Catanduanes on 22 January 2025.

       Henceforth, this columnist sincerely appreciates the efforts and goodwill made by the PNP Command under the leadership of PD PCol. Eduard D. Quijano and the men and women in uniform for rallying their support to the advocacies, thrusts and programs of the PNP in the Happy Island.

      The acronym “SERBISYONG T.E.A.M. Catanduanes PPO under PD Quijano’s leadership is commendable and noteworthy. The four-letter word stands as follows:

  • T-  Technically and Tactically proficient CATPPO;
  • E-  Effective and Efficient police visibility and law enforcement operations;
  • A-  Always available for any police response and assistance, and aligning with the Chief PNP’s thrust program;
  • M- Make the province of Catanduanes safe and secure.

      In Filipino lingo, the PNP hierarchy explicitly states: “Sa Bagong Pilipinas, Ang Gusto ng Pulis, Ligtas Ka!” Thus, through this partnership, we would be able to bring the government closer to an enlightened, law-abiding citizenry including those in the periphery [far flung barangays]. That is, through the enforcement of law and order and information dissemination, respectively.   

      Ennobling, meaningful, symbolic, and timely was its theme dubbed: “Building Bridges, Fostering Trust: Strengthening Partnership for a Safer Catanduanes in 2025 and Beyond.”

      After the opening prayer led by Pat Mary Jane De Guzman, Asst. PIO Action PNCO, and welcome remarks delivered by PMaj Ramil F. Rivera, Acting Chief, PCADU, the event was highlighted by: [1] the presentation of accomplishments of CATPPO [CY 2024] via AVP, [2] message of support by Mr. Marlon D. Suplig, President, CATPPO Press Corps, [3] presentation of plaque of appreciation to  CPC-accredited members, and [4] message delivered by PCol Eduard D. Quijano, PD, CATPPO.

         Equally significant after a sumptuous dinner were the socials—interspersed in between by dancing, laughters, and singing. Excitement, joy and surprises brought the function hall down with the raffle- drawn prizes—in kind and cash—received by lucky men and women in uniform and CPC members present in that momentous event.

        PCPL Jannel S. Sales ably acted as master of ceremonies on the first part of the event, afterwards newly promoted PLt. Col Rosalinda Gaston, spokeperson, superbly emceed the socials with aplomb and gusto.   

        Bottles of San Miguel Beer, San Mig Light, Emperador, Ginebra San Miguel and Ladies drinks flowed moderately –but more than enough to make everybody happy.  These agua de pataranta were indeed endearing mute/ silent testimonies of the attendant bonding, respect, and trust imbibed between CATPPO and CPC. It was truly a “strengthening partnership for a safer Catanduanes in 2025 and beyond!”

        To sum it up, the event –a very especial one — was the culmination of the year that was [2024], start of the new year [2025] and beyond for a solid and stronger partnership inked  between the CATPPO leadership headed by PD PCol. Quijano and CPC President Suplig. Kudos, good luck, and God-blessed, happy and prosperous New Year to all!
