VIRAC, Catanduanes – The Catanduanes Development Council (CDC) convened for its Third Quarter Meeting to discuss key development priorities and policy directions for the province.

Among the topics tackled were the status of the implementation of Programs, Projects, and Activities (PPAs), the reorganization of the Local Development Council (LDC), amendments to certain infrastructure projects funded by the 20% Development Fund, the endorsement of the Supplemental Annual Investment Program (AIP) No. 3 for the year 2025, and the reorganization of the Provincial Project Monitoring Committee (PPMC).

A primary point of discussion was the urgent need to improve the facilities and services of the Eastern Bicol Medical Center (EBMC). Governor Patrick Alain T. Azanza stressed the importance of immediate action, especially since the legislative process to revert the hospital’s management back to the Department of Health (DOH), which has a pending bill in Congress, may still take over a year.

“We cannot let the Catandunganons suffer any longer. That is why we are starting the improvements now to ensure our constituents receive the service and care they deserve,” asserted Governor Azanza.

The council also confirmed the appointment of Mayor Paulo Teves III of Baras as the new Chairman of the Provincial Project Monitoring Committee (PPMC), demonstrating the Provincial Government’s commitment to effective monitoring and timely implementation of development projects.

The DILG Catanduanes actively participated in the Full Council Meeting on August 6, 2025. Provincial Director Uldarico S. Razal, Jr. and LGOO V Jessa T. Encarnacion were present. PD Razal provided valuable input regarding the reorganization of the LDC, emphasizing the importance of adhering to the prescribed composition of the LDC as outlined in relevant laws and DILG issuances for proper guidance and compliance.

The meeting was attended by mayors, including Baras Mayor Paolo Teves, Viga Mayor Jennifer Tuplano, San Miguel Mayor Antonio Teves, and San Andres Mayor Alyn Romano, in what was the first meeting of the CDC members under the newly elected officials.
