Provincial Board Member Robert Fernandez submitted a resolution to the Sangguniang Panlalawigan (Provincial Council) requesting the enforcement of regulations regarding the use of two (2) Pedestrian Overpass Bridges and traffic management.

The resolution proposes coordination with the Department of Public Works and Highways (DPWH) Catanduanes Engineering District Office and Virac Municipal Police Station.

The two (2) Pedestrian Overpass Bridges are located in front of Catanduanes State University (CatSU), along the Catanduanes Circumferential Road. They are intended to provide safe alternative crossings and reduce traffic collisions during rush hours.

Despite the presence of these overhead pedestrian bridges, it has been observed that local residents still typically cross the road using the pedestrian lane right outside the university entrance. This situation may pose risks to the safety of anyone crossing below the Pedestrian Overpass Bridges, especially during peak hours when there are many students and vehicles in the area.

The issue falls under the authority of the local government of Virac to enforce traffic laws and ensure the safety of the public on National Roads, as stated in the resolution.

The resolution also recommends that the Virac Local Government Unit (LGU) conduct an Educational Campaign for this purpose, install signage, allocate designated boarding and alighting areas, deploy traffic enforcers, actively monitor violators of traffic laws, and seek feedback from the public regarding its implementation.
