In a significant milestone, the municipality of San Andres, Catanduanes, has been declared a drug-cleared town following seven years of a rigorous anti-illegal drug campaign. On December 14, 2023, the San Andres police, led by PMaj. Emsol Icawat, and key officials, including Drug Clearing Focal Person PSSg Maricel B. Masagca, and members of the Municipal Anti-Drug Abuse Council (MADAC), underwent deliberations with the Regional Oversight Committee (ROC) via zoom.

Chief of Police Icawat, in an interview with Radyo Peryodiko, attributed the success to active participation from all community sectors, particularly barangay officials and the previous administration. He expressed gratitude for the voluntary cooperation of drug surrenderers in the anti-illegal drug program.

The declaration faced a challenge with the elusive most-wanted drug personality. However, after the apprehension of the suspect, the town’s record was cleared. According to PNP records, Barangay Cabcab had the highest number of individuals involved in drugs.

Despite this achievement, maintaining San Andres as a “Drug Cleared” municipality poses a significant challenge. Chief of Police Icawat urged all community sectors to continue cooperation and provide timely information for the immediate apprehension of individuals involved in any transactions related to illegal drugs.
