Virac, Catanduanes – Police Colonel Edward D. Quijano officially assumed his role as the new Provincial Director of the Catanduanes Police Provincial Office (CATPPO) in a turnover ceremony led by Police Regional Office 5 (PRO5) Regional Director PBGen. Andre P. Dizon on August 1, 2024, at Heroes Hall, Camp Francisco M. Camacho, Virac, Catanduanes.

Before his appointment, P/Col. Quijano served as the Chief of the District Operations and Plans Division of the Manila Police District and is a member of PNPA Class “Buklod-Diwa” of 2001.

In his speech, Quijano emphasized that under his leadership, CATPPO personnel will be committed to providing service that is “Approachable, Presentable, and Dependable,” aligned with the principles set by Regional Director Dizon. He introduced his guiding mantra “TEAM,” which stands for:

T: Technically and Tactically proficient CATPPO personnel

E: Effective and Efficient police visibility and law enforcement operations

A: Always available for any police response and assistance, in line with the Chief PNP’s thrust program

M: Making Catanduanes safe and secure

P/Col. Quijano succeeded P/Col. Rayan V. Ador, who served the province with dedication and is now the new Chief of the Regional Plans and Strategy Management Division (RPSMD).

Catanduanes Governor Joseph C. Cua, who attended the event as the Guest of Honor, expressed his full support for the new leadership and underscored the importance of peace and order in promoting a progressive community.

“We will continue to provide strong support to CATPPO and PRO5 as we share the same dream and join the mission to serve and protect the people,” Governor Cua said.

Following the ceremony, P/Col. Quijano paid a courtesy visit to Governor Cua at 4:30 PM on August 1, 2024. The two officials discussed strategies and measures to maintain peace and order in Catanduanes, aiming toward the collective goal of a peaceful and progressive province.

Bicol PNP Regional Director Dizon noted that the change in police leadership is part of their regular rotation process. He added that no other provincial directors are being replaced at this time.

“It’s just a regular rotation because sometimes career advancement needs to be aligned,” said Dizon.

On July 31, P/Col. Virgilio Olalia Jr. assumed the role of Provincial Director of Camarines Sur PNP, replacing P/Col. Julius Caesar Domingo. The following day, P/Col. Edward Quijano took over as Provincial Director of Catanduanes PNP, succeeding P/Col. Rayan Ador. (FB/BP NEWSTEAM)
