VIRAC, CATANDUANES – The island province of Catanduanes has achieved a historic milestone, officially declaring itself insurgency-free during a ceremony held on December 3, 2024, at the Provincial Capitol Dome. This achievement marks a significant step forward in the province’s pursuit of internal peace and security.

The momentous occasion was attended by key officials, including representatives from the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Philippine Coast Guard (PCG), and the Provincial Government of Catanduanes. Governor Joseph “Boboy” C. Cua led the event, emphasizing the collaborative efforts that made this success possible.

“Indeed, when we ensure that government services reach every corner of our province, we build trust, we build peace,” Gov. Cua said in his speech, acknowledging the challenges overcome to achieve this status.

The event highlighted the signing of a Memorandum of Understanding (MOU) to solidify the commitment to maintaining peace and security in Catanduanes. Key signatories included Major General Noe Alberto Q. Peñafiel, Commander of the 9th Infantry Division of the Philippine Army; Police Brigadier General Andre Perez Dizon, Director of PNP Region 5; and Commodore Ivan E. Roldan of the Coast Guard Region 5, represented by Coast Guard Lieutenant Junior Grade Kenny E. Villafuerte.

DILG Regional Director, Atty. Arnaldo E. Escober Jr commends in his congratulatory message the collective efforts of the Provincial Government, the security sector, and the people of Catanduanes for their dedication, hardwork and sacrifices in ensuring that peace and order continues to prevail in the province.

The Provincial Declaration of Stable Internal Peace and Security is not just a title but a testament to the cooperation, collaboration, resilience, and commitment of the provincial government, armed forces, law enforcement, and the people of Catanduanes. It paves the way for enhanced opportunities in tourism, investment, and sustainable development.

The ceremony concluded with a symbolic dove release, representing the province’s dedication to freedom, unity, and the continued journey toward stability and security for its residents.
