Virac, Catanduanes – In response to complaints received from the public, the Sangguniang Panlalawigan (Provincial Board) of Catanduanes has urged the mayors of eleven municipalities in the province to address the issue of the rising pork prices.
The resolution was crafted by Provincial Board Members (PBMs) Jan Ferdinand A. Alberto and Jose Romeo R. Francisco, with the aim of alleviating the burden on consumers due to the sudden increase in pork prices in the market.
According to the complaining consumers, prices have reportedly risen from P280.00 to P320.00 per kilogram for unspecified reasons. During the committee meeting held on June 1, 2023, it was discovered that the farm gate price of live hogs only amounts to P200.00, as stated by a representative from the Catanduanes Cooperative ng Livestock and Poultry Agriculture Producers (CALIP).
To rectify the situation and ensure affordable pork prices, the Sangguniang Panlalawigan has proposed that the mayors enforce Section 16 of RA 7160, known as the Local Government Code of 1991, and Section 447 (a) (5) (iv) of the same code. These provisions empower local government units (LGUs) to regulate the sale of meat and other basic commodities for public consumption.
PBMs Alberto and Francisco emphasized that the mayors of the municipalities should take the lead in revisiting and revising their local ordinances regarding pork tariffs. Through this action, they believe that the current excessive price surge in the market can be effectively addressed, alleviating the burden on the constituents.
The SP also proposed providing copies of the resolution to key stakeholders, including Governor Joseph C. Cua, the Provincial Department of the Interior and Local Government (DILG) Field Office, the eleven municipalities through their respective mayors and Sangguniang Bayan, and other relevant offices.
This initiative stemmed from a privilege speech delivered by PBM Alberto, which led to its discussion during the Committee on Trade, Commerce, and Industry meeting on June 1, 2023. The representative from CALIP Cooperative testified that the market prices were not fair compared to the farm gate price of live hogs, which is only two hundred pesos.

Ayon sa mga nagrereklamong mamimili, tumataas umano ang presyo mula sa P280.00 patungo sa P320.00 bawat kilo sa hindi malamang kadahilanan.
Napag-alaman sa committee meeting na ginanap noong Hunyo 1, 2023, na ang ‘farm gate price’ ng live hogs ay umaabot lamang sa P200.00, batay sa naging pahayag ng kinatawan ng Catanduanes Cooperative ng Livestock and Poultry Agriculture Producers (CALIP).
Upang maituwid at matiyak na magiging abot-kaya ang presyo ng baboy, iminungkahi ng SP sa mga alkalde na ipatupad ang Sec. 16 ng RA 7160, na kilala bilang Local Government Code of 1991, at Sec. 447 (a) (5) (iv) ng parehong code.
