VIRAC, Catanduanes — Acting Vice Governor and current Officer-in-Charge Governor Fred Gianan assured the public of the continued operations and legislative work of the Sangguniang Panlalawigan (SP) despite temporary vacancies and suspensions affecting several provincial board positions.
In a media interview, Gianan said the provincial government continues to coordinate closely with the Department of the Interior and Local Government (DILG) to ensure that every action of the SP remains consistent with existing laws and jurisprudence, particularly on the issue of quorum.
According to Gianan, the SP’s Internal Rules of Procedure, specifically Rule 9, Section 3, served as their legal basis. The provision states that suspended, expelled, or removed members by final judgment are excluded from quorum computation.
As Gianan currently serves as designated OIC Governor, Senior Board Member Xyrell Albaniel temporarily presided over the regular session of the provincial board.
Despite the nearly two-week session hiatus, Gianan said the SP is now prepared to tackle pending ordinances and legislative measures, with background documents reportedly reaching seven pages.
He explained that all proposed ordinances and resolutions coming from barangays and the executive department would undergo proper procedures, including committee deliberations and technical review before approval.
One of the priority concerns expected to be discussed is the supplemental budget being awaited by several casual employees for their benefits and other needs.
“This will go through the committee level as part of the process for the approval of the supplemental budget and technical review,” Gianan explained.
Meanwhile, the acting governor also disclosed that they are still awaiting official designation papers from the DILG, signed by Bongbong Marcos, for the temporary replacements to fill the vacant provincial board positions.
Gianan acknowledged that one of the biggest challenges at present is ensuring the continuity of SP operations while gradually building a functional working relationship with the incoming temporary officials.
“The challenge is to continue the work, attend every session and committee meeting, and develop a good working relationship with the new temporary officials,” he said.
Despite the situation, Gianan emphasized that the provincial board remains committed to delivering public service and continuing legislative measures and government programs for the welfare of the people of Catanduanes.
